Why local context matters
Which part of the town the property sits in changes what has to be settled first. In the Old Village, lots are long established but rarely marked and the streets themselves are part of what the area is known for, so a survey and a check on any overlay expectation come before anything else. The ranch subdivisions from the 1970s and 80s are the straightforward case, with room to work and conventional boundaries. In the newer planned communities the constraint is documentary rather than physical: recorded covenants and drainage easements decide what may be built and where, and they outlast any conversation with a neighbor.

This is the trade where all three records converge, which is why the boundary work matters more here than the panels. Wetlands and marsh buffers can rule out the rear of a lot entirely, and that line is established by survey rather than by where the neighbor's fence sits. Flood-zone status reaches a fence mainly through what it may obstruct, since a run set across a drainage swale backs water up onto the block. And in the planned communities that dominate the town's newer growth, recorded covenants govern height, material and appearance independently of anything the town requires.
